THE ROYAL CANADIAN LEGION - MILITARY SERVICE RECOGNITION We are lucky to live in a beautiful province and a country built on the pillars of democracy, human rights and respect for others. We enjoy the freedoms we live with today because of generations of Canadians who chose to serve their communities and country. Islanders have a proud tradition of answering the call of duty in times of conflict and in times of peace. We are grateful to our veterans and current serving members of our Canadian Armed Forces for all they have done to keep us safe here at home, and we are humbled by their ongoing efforts to help those in need and around the world. As we look ahead to Remembrance Day 2021, we pause to honour those courageous individuals and all members of our armed forces family who offered their service for the peace and security of our world. They continue to operate, thanks to volunteers at all levels. Each Legion on PEI continues to support their Communities in which they reside. Once again, our military comrades continue to deploy around the world, as well as helping domestically when called upon. We cannot ever forget their contribution to our country’s defense. The MSM is the most prestigious award that can be given to members, ordinary, associate or affiliate voting members. At Saturday evening's Remembrance Day dinner, the Royal Canadian Legion, Wellington Legion Branch #17, David Gallant (Royal Canadian Navy veteran and Legion President), David Redmond (Army veteran and active member of the Executive Council) and Mario Couture (Royal Canadian Navy veteran and active member of the Executive Council) had the ultimate honour of awarding this medal to a member of the same Legion. Mr. Gilles Painchaud (Air Force veteran) was awarded the medal for his involvement in the Legion, in the community and throughout Prince Edward Island. Both within the Legion by helping veterans and the community, and outside the Legion for his contribution to Chez-Nous and the Wellington Funeral Home. Mr. Gilles Painchaud offers his heart and soul to his community without the slightest request for thanks. Students have written letters of thanks for over 26 years now from Summerside Intermediate School. They have also delivered treats on special occasions the past few years. The students and teachers have received lovely letters from Island veterans to students with their appreciation. This has been a very meaningful endeavour that teacher, Ms. Stacy Thain completed with current students and their parents too. Students are pictured presenting to Comrade Arthur Hiscock (Veteran of Korean War). He may appreciate seeing that these young people certainly are thankful for their freedom and sacrifices made by so many. Comrade James Williams is being presented with his Life Membership Award and looking on is one of our Branch last WW 11 Veterans, Comrade James Burleigh age 98, who also attended and laid a wreath at the Ellerslie Legion Branch Remembrance Day Service. Comrade Burleigh also attended the service and placed wreaths at Lennox Island and the Mount Pleasant #10 Bombing and Gunnery School (1943-45) Cenotaph.

VETERANS’ SERVICE RECOGNITION BOOK – VOLUME 21 / 41 THE ROYAL CANADIAN LEGION PRINCE EDWARD ISLAND COMMAND Battalion, Canadian Expeditionary Force. He was part of the last big battle called the “Hundred Day Offensive” before the end of the war in the fall. Private Stephen Arsenault was one of 93 soldiers who gave the ultimate sacrifice on that day, September 29, 1918. Stephen died from leg wounds suffered in this last assault on the Germans. He was buried in Bucquoy Road British Cemetery in Ficheux, a recognized military burial ground in France. Private Arsenault died in his 25th year leaving no wife or children behind. His military will and money was left to his mother Mary back in Canada. His mother was awarded the Silver Cross on October 21, 1921. ARSENAULT, Stephen (Jean Etienne) WWI Jean Etienne, also known as Stephen Arsenault, was born on April 2, 1893, the son of Stanley and Mary Arsenault. He was one of fourteen children, the second to last. Stephen was working at a paper mill in Boston when the Great War broke out. Time passed and he felt the need to go and enlist and help with the war effort. He signed his initial enlistment papers in Boston and then travelled to Quebec City to sign up for the Canadian Army. He enlisted in January 1918 and was shipped to England after his basic training in the month of April. He was stationed in France with the 5th AGNEW, John Alexander WWI John was born in the Alberton District, son of John and Agnes (Ireland) Agnew. He enlisted in the Army on June 22, 1918 and was discharged on January 16, 1919. He served as a Private in the 10th Fortress Company, C.E. in Canada.

He enlisted in the Army on March 22, 1940 and was discharged on September 28, 1945. He served as a Corporal in the # 6 District Depot (Medical Corp) in Canada, United Kingdom, and Continental Europe. BUCHANAN, Neil WWI Neil was born in the Alberton District, son of Murdock and Elizabeth (Adams) Buchanan. He enlisted on December 30, 1915 and was discharged on January 20, 1919. He served as a Private in the 25th and 105th Battalions in Canada, England and France. BARBOUR, David “Athol” WWI David "Athol" was born in the Alberton District, son of James and Margaret Ellen (Gordon) Barbour. He enlisted on March 15, 1915 and was discharged on March 15, 1919. He served as a Private, Sergeant, Sergeant Major, and Quarter Master Sergeant in the 49th, 9th, and 29th Battalions in Canada, England, and France. He received a Military Medal.

VETERANS’ SERVICE RECOGNITION BOOK – VOLUME 21 / 45 THE ROYAL CANADIAN LEGION PRINCE EDWARD ISLAND COMMAND CLOW, Edwin Thomas WWII Edwin was born in Summerside, PEI on September 3, 1922, the youngest son of Albert and Josephine (Arsenault) Clow. He joined the Royal Canadian Air Force on October 27, 1941, and served in World War II until he was honourably discharged on August 30, 1945. He was a Wireless Air Gunner (WO/AG), and flew mostly on Lockheed Hudson aircraft. During the war, the 269 Squadron patrolled the oceans looking for German U-boats and Anti Shipping boats. They were on constant watch for U Boat and Shipping Harbour attacks, and were on surveillance to pick up survivors from downed aircraft. Edwin started his service in Canada, was attached to the RAF #31 Operational Training Unit (OTU), in Debert, Nova Scotia, training on Hudson Aircraft. He then went to the OTU in Yorkshire, England, and over the next four years moved on to bases in Iceland, Northern Scotland, back to England, Gibraltar, and the Azores, patrolling the skies and waters in the North Atlantic and South Atlantic. His squadron was highly mobile, and he was stationed for brief periods of time in England at Bournemouth, Thornaby (training in Rockets), South Hampton, Torquay (teaching wireless operators), Penzance, East Fortune Iceland, and Turnbury, Scotland. Edwin has received the five standard medals from his World War II service – 1939-1945 Star, Atlantic Star, Victory Medal, Canadian Volunteer Service Medal and the Air Crew of Europe Medal. The most important of these medals is the Tour of Operations Medal which he received at the RCAF Headquarters in London, England after he completed his tour of duty. In addition, he has in his collection several medals that were made/distributed to veterans over many years. Post World War II, Edwin settled in Montreal where he studied Refrigeration. After receiving his Certificate in Refrigeration, he worked for a brief time in Montreal, transferred to Moncton, then returned to Summerside where he worked for 36 years as Plant Engineer for Amalgamated Dairies Ltd. He resided in Summerside and had four children, William Frederick, Charles Albert, Judith Ann, and Dorothy Jean. Edwin was an active member of the George R. Perkes, VC #5 Branch of The Royal Canadian Legion in Summerside for 67 years, and has served as President of the Royal Canadian Air Force Association. Edwin passed away on June 17, 2022, just shy of his 100th birthday.

He served in England and took part in the D-Day landings and the liberation of Holland, being in Europe until the end of the war. Dick passed away in New Zealand in 1978. He enlisted in the Royal Canadian Air Force in September 1955 and was discharged in September 1985. He served as a Meteorologist in Cornwallis, Nova Scotia, Quebec, Manitoba, New Brunswick, France, and Germany. DUNN, Robert Mackay WWI Robert was born in the Alberton District, son of Hugh John and Margaret Ellen (MacKay) Dunn. He enlisted in the Army on December 15, 1915 and was discharged on April 11, 1919. He served as a Private in the 105th and 104th Battalions and the 123rd Pioneer Battalion. DUNN, George Tweedy WWI George was born in the Alberton District, son of Hugh John and Margaret Ellen (MacKay) Dunn. He enlisted in the Army on April 13, 1918 and was discharged March 15, 1919. He served as a Private in the R.C.R. 1st Depot Battalion Nova Scotia Regiment in Canada, England, and France.

VETERANS’ SERVICE RECOGNITION BOOK – VOLUME 21 / 63 THE ROYAL CANADIAN LEGION PRINCE EDWARD ISLAND COMMAND KEEFE, Joseph “Leslie” WWII Leslie was born on September 22, 1915, in Kinkora, PEI. In 1942, he married Helen Carragher and started to raise a family. In 1943, Leslie joined the Canadian Forces with his 5 brothers. Although he did not see active service while in the army, he did serve as a military accountant in Canada. Leslie received the War Medal 1939-1945. After the war, he began his career as a Tax Auditor with the Federal Government in Ottawa, Ontario. Leslie passed away on July 25, 1972. KEEFE, James “Earl” WWII Earl was born on April 2, 1913, in Kinkora, PEI. In 1942, he joined the Canadian Forces with his 5 brothers. Earl served with the Army’s Royal Canadian Electrical and Mechanical Engineers in Canada, the United Kingdom, and Continental Europe. His group had the important responsibility to keep all the army vehicles in good repair for the fighting soldiers. Although he wasn’t close to the action, Earl experienced the nightly onslaught of deadly German buzz bombs. After the war, Earl served in Holland for 9 months before heading back home. He received the Volunteer, Defence & War medals which he wore proudly. Earl married Mary Gallant and raised a family. He was a long-time member of the Royal Canadian Legion Branch 10 in Borden-Carlton and was instrumental in erecting the majestic war memorial in Kinkora honoring those who served their country. Earl passed away on August 9, 2001. KEEFE, Charles “Elmer” WWII Elmer was born on May 20, 1922, in Kinkora, PEI. In 1942, he joined the Canadian Forces with his five brothers. Elmer served with the Army’s 30th Air Survey Liaison Section, Royal Canadian Engineers overseas in the United Kingdom. In 1946, Elmer returned home and resumed working at CN. He was awarded the Defence Medal, Canadian Volunteer Service Medal with Clasp and the War Medal 1939-45. Elmer married Hermine St. Pierre and raised a family. Elmer passed away on August 27, 2010.
